My question remains unanswered. How can anyone other than the official county associations of England set up a county league or event? Or can anyone just run a team comp and call it "county" ?

The current County Pool Associations are affiliated to the EPA - an organisation that has nothing to do with the American disciplines including 9-ball.
So I think it is fair to say that yes anyone can set something up and call it county

ExpertFluke ... I've passed the Herts guys onto Mark Mills already. Depending on numbers per team, we could prob put two teams together! At the mo it's: James Court, Graham West, Larry Hinrichs, Dam Lim, Sam Liu, Stuart Miller. We've got a few others who i know would be interested so if we can get another team slot that would handy!
