The rack is important - they need to be tight.
However, the rack can't be an excuse for not making balls. I've seen guys who would have great breaks if they concentrated as much on the shot itself as they do racking the balls up. They seem to spend 10 misutes tapping them all down and then go and just lash at the break off. Don't expect to make balls just because you've racked them tight!
You can't always guarantee a ball of a break - you sometimes have to adjust where you place the white, how hard you hit it etc from table to table. When all else fails though, there's no substitute for giving the balls a real smack. Watch the pro's do it and try to copy them - Fong Pang Chao, Thorston Hohmann, Bustamente.
Has anyone seen that Jeff De Luna break? He was in the worlds last year. He hit the break so hard in one rack that the 1 ball shot into the middle pocket with so much pace it flew off the table! That guy is an animal!

Try www.epbf.com dont think they are on the site but you could always email David Morris of the EPBF and ask him. Thing is firstly where yoou are playing may not consent to the table being tapped. Secondly a badly tapped table can break worse than an untapped table. Thirdly is perfectly fine being able to break well on a tapped table but bar big competitions eg EPT, BPPPA, Eurotour, etc most other tournaments wont have their tables tapped and you still need to know how to adjust your break to make balls. For untapped tables as mentioned earlier on in the thread Joe Tucker's "Secrets of Racking" DVD is a wealth of information for inspecting an imperfect rack and knowing how they should react when struck. Thanks...  Won 13-6 today. Break again 50/50. Im still finding it very hard to sink a ball. Still, I will watch film tonight of Hohmann like stated before, and see what I can get from that. dazza trying breaking on the on the side for 9 ball provided the one one ball is on the foot spot and try breaking on the 1st point of the head string(break box) for 8 ball.
