Is anyone aware of any up - coming 9 ball tournaments in Manchester or any 9 ball leagues within the Manchester region, or is anyone looking for a regular game ???

you can play in the bpppa at any level, although starting as a complete beginner you may only get a few games so might not be worth your while. Hopefully there should be some smaller leagues/tournaments around your area you can start off in and improve
